Elwin is a native of the Three Rivers area. A 1949 graduate of Three Rivers High School, he was a leader on the basketball court and on the track team. It is here he met his wife of 53 years and developed a love of music through the band. After a tour in the U.S. Army during the Korean War, he returned home to raise his family. Elwin started his Real Estate business in 1968 as well as his own exterminating company appropriately named "Ruggles Termite Service." Elwin has served his community over the years as Community Chest Chairman and member of the board of directors as well. He has enjoyed being a member of the Rotary Cluband being a receipient of the Paul Harris Fellowship Award, the St. Joe County Board of REALTORS® since 1968 and a 4-year term as President of the Century 21 Southwestern Michigan Brokers Council. As a charter member of the Three Rivers Church of the Nazarene he has served in the capacity of board member for 48 years, Sunday School Superintendent, Building Chairman, Church Board Secretary, Trustee Chairman and Chairman of the Stewards Committee. He continues his love of music by lending his voice to The Great American Patriots Chorus, The Kalamazoo Oratorio Society and his own church choir as well. Elwin has three grown children and loves to entertain his six grandchildren at his cottage on Pleasant Lake. Peggy moved to the Three Rivers area in 1965 with her husband Jerry after attending Michigan State. She has raised two successful children and now very proudly displays pictures of here two beautiful granddaughters. As well as her career and family responsibilities she stays active in the community by participating in charity events such as Race for the Cure/Breast Cancer, Relay for Life and is currently serving on the Board of Directors of the Carnegie Center for the Arts.
